Inductive Effect

Imagine a friendly tug-of-war. In a C-Cl bond, Chlorine is the stronger player. It pulls the shared electron pair closer, becoming slightly negative. Carbon, losing its grip, becomes slightly positive. This permanent displacement of electrons along a carbon chain is the Inductive Effect!
